However, the continuation of the social progress in Cuba is impaired by the effective extension of the embargo. He can rail for hours about the suffering the embargo inflicts on Cubans, even though the damage done by his domestic policies is far worse. It conditions the authorization of currency transfers to the creation on the island of a private sector including employment of salaried staff.
The memo proposed "a line of action that makes the greatest inroads in denying money and supplies to Cuba, to decrease monetary and real wages, to bring about hunger, desperation and the overthrow of the [Castro] government. The shortages affecting many medicines, which are not produced in Cuba, complicate the immediate and complete implementation of the procedures of treatment of breast cancer, leukaemia, cardiovascular or kidney diseases, and HIV for example.
As a foreign-policy tool, the law perversely punishes, not the Castro regime itself, but some of our closest commercial allies such as Canada and the European Union. And even if true, maintaining a comprehensive trade embargo would be a blunt and ineffective lever for change.

Today, the Cuban people look forward to hosting American visitors. In this respect, they can be seen as a crime against humanity1. This embargo provokes today an unjustified suffering of the Cuban people. If and when the United States becomes a more active trading partner with Cuba, it is likely that the same European multinational corporations that distribute Cuban products to the rest of the world will control distribution of those products in the United States as well.
The law, like every other aspect of the embargo, has failed to achieve its stated objectives and has, in fact, undermined American influence in Cuba and alienated our allies. However, with the expansion of tourism, some Cubans were able to increase their income through government-permitted small businesses.
